OECD Youth Policy Toolkit
The OECD Youth Policy Toolkit is a resource aimed to help governments in implementing the OECD Youth Recommendation, adopted in 2022. It provides a thorough strategy for governments to help young people gaining skills for green and digital transitions, improving access to quality jobs, and ensuring social inclusion through targeted policies and collaboration across sectors. It draws on examples from OECD countries to tackle issues like educational inequalities, unemployment, and declining trust in public institutions.
The Toolkit highlights the importance of equitable access to education and lifelong learning, career guidance, and work-based training to prepare youth for evolving job markets. It also addresses social challenges like affordable housing, mental health, and income support. Moreover, it focuses on strengthening young people’s trust in governments and promoting their participation in democratic processes through inclusive policymaking and civic engagement initiatives.
Recommendations of the Toolkit include improving administrative processes, using data-driven approaches, and driving collaboration across government levels to removing barriers to youth participation and integrating intergenerational justice into governance.
