A vital role in preparing the present or future workforce for the digital and green transformation is played by Higher Education Institutions. This bulletin published by the OECD, and funded by the European Union, proposes some best practices and strategies to be implemented to support HEIs in the promotion of upskilling and reskilling.

The publication suggests integrating flexible course formats and redesigning performance structures to support staff engagement. It recommends centralizing information on upskilling opportunities and facilitating study time for employees. Financial supports like Singapore’s SkillsFutureCredit are highlighted, along with simplified employer collaboration processes, as seen in initiatives in the UK and Ontario.

At the end of the bulletin  the summary of an international peer-learning workshop hosted by the OECD together with Slovenian Ministry of Higher Education, Science and Innovation emphasises the importance of policy "sandboxes" for testing upskilling approaches in higher education, fostering collaboration between institutions and industries, and balancing quality with flexibility. It also encourages the development of comprehensive micro-credential systems, leveraging technology for recognition, and the importance of sustainable financial models to support lifelong learning.
