Luxembourg AI Factory - a platform for responsible AI adoption

About the Luxembourg AI Factory
The Luxembourg AI Factory is a national platform launched in April 2025, which serves as a single entry point providing support to organisations in designing and implementing their AI projects - from the initial idea and prototype, to large-scale production. Coordinated by the national innovation agency Luxinnovation, the project brings together a consortium of partners active in the public and private sphere alike - including LuxPROVIDE, the Luxembourg National Data Service, the University of Luxembourg and the Luxembourg Institute of Science and Technology (LIST).
The aim is to facilitate the adoption of AI in a safe, compliant, sovereign and responsible manner by bringing together infrastructure, expertise, funding and training in an integrated model.
A comprehensive offer for AI adoption
The Luxembourg AI Factory offers a catalogue of services structured around six main categories that cover the entire course of an AI project:
- Evaluation & Acceleration: Diagnosis of maturity, clarification of objectives and definition of a concrete roadmap.
- Training & Upskilling: Access to 140 to 200 courses per year, from initiation to advanced specialisations.
- Networking: Connections with technical experts, academic partners and European initiatives, in particular within the network of European AI Factories.
- Access to finance: Support to obtain national and European support (e.g. Horizon Europe, Digital Europe).
- Development & Test: Support for the creation and validation of AI solutions, including via secure regulatory environments (sandboxes) and enforcement of rules such as the GDPR and the future EU AI Act.
- Industrialisation & Production: Support to move from prototypes to operational solutions, with data management, governance of AI models and integration into existing systems.
A real catalyst for the Luxembourg (and European) AI ecosystem

- The platform is aimed at start-ups, SMEs, large companies, administrations and research institutions, regardless of their AI integration phase. This makes it a device adapted to varied and inclusive contexts.

- The project focuses its efforts on areas where Luxembourg has a strong ecosystem: cybersecurity, finance, green economy and space – sectors where AI can generate high-impact innovations.
Strengthening European digital sovereignty
- The Luxembourg AI Factory is part of the European Union’s AI Factories network, promoting good cross-border practices and creating synergies at European level. This helps the EU build a robust, ethical and sovereign AI ecosystem in line with its regulations and standards.
Sovereign Infrastructure for AI
- The initiative also relies on an AI-optimised supercomputer (MeluXina-AI), providing a secure and high-level computing infrastructure for data- and performance-demanding projects. This makes the Luxembourg and European ecosystem more attractive.
