21 June 2023Germany: a snapshot of digital skills Germany - National Coalition for Digital Skills in Work and Everyday Life Updated 02 June 2026The German Digital Skills and Jobs Coalition (Nationales Bündnis Digitale Kompetenzen für Beruf und Alltag) is coordinated by the Digital Opportunities Foundation (Stiftung Digitale Chancen). As a multi-stakeholder alliance, it brings together partners from the fields of education, business, academia, civil society and the public sector working together to strengthen digital skills in Germany.The coalition comprises educational institutions, companies, associations, research institutions, NGOs and public bodies from the federal states, as well as stakeholders active at national level. Existing initiatives and networks are specifically linked to create synergies and build a powerful alliance for digital participation and skills development across Germany.Key objectives include raising awareness of the importance of digital skills, highlighting existing activities, and promoting exchange and cooperation. Furthermore, the coalition supports the development of joint strategic approaches to promoting digital skills – ranging from basic digital skills to vocational training and specialisation in emerging technologies. Highlighting activities in the field of strengthening digital skills carried out by coalition members and other stakeholders at regional or national level, and mutually reinforcing their impact through networking (network meetings, exchanges in working groups, and information).Joint development of strategic approaches and methods to promote digital skills, both in the area of basic professional and personal skills, in continuing vocational education and training and specialisation, including in the field of emerging technologies. It brings together associations, educational institutions, businesses, research organisations, NGOs and public bodies. These include providers of general adult education, such as local and church-based educational providers; providers of vocational education and further training for various sectors; welfare organisations; state media authorities; companies; and business associations.The German National Coalition places particular emphasis on connecting stakeholders from all sixteen federal states, as well as organisations active at the national level. Furthermore, it unites existing specialised national and regional networks, including initiatives that promote equal opportunities in technology, cybersecurity, media education and literacy, and the development of digital society.
