Ukraine – National Digital Skills and Jobs Coalition (StartAid Ukraine)

StartAid Ukraine is Ukraine’s National Digital Skills and Jobs Coalition. Established in 2026 within the Champions for the Digital Decade initiative under the Digital Europe Programme, the Coalition is coordinated by the Public Union “Ukrainian Startup Association”. It supports Ukraine’s integration into the European digital-skills ecosystem and contributes to the Digital Decade 2030 objectives.

The Coalition is a multi-stakeholder alliance connecting public institutions, education and research organisations, businesses, associations, NGOs and labour-market actors. It works to improve coordination, promote lifelong learning, respond to labour-market needs and make digital-skills opportunities more accessible to citizens, learners, educators, researchers, entrepreneurs, SMEs and startups, ICT professionals, veterans, internally displaced persons and other groups affected by the war.

Its national “one-stop shop” brings together training programmes, learning resources, grants and tenders, employment opportunities, financial instruments, events, national and European good practices, and digital-skills analytics. The StartAid Ukraine platform is available in Ukrainian and English and is designed to exchange and localise relevant content with the European Digital Skills and Jobs Platform.

Alongside the online platform, the Coalition organises joint events, webinars, peer-learning activities, publications and stakeholder consultations. It promotes digital inclusion, cybersecurity, advanced digital skills, employability and entrepreneurship, while supporting Ukraine’s recovery, resilience and closer cooperation with European initiatives and other National Coalitions.

NC priorities

The Coalition’s priorities are to:

  • provide a national one-stop shop for training, learning resources, grants, jobs, events, financial instruments, good practices and digital-skills intelligence;
  • improve basic, intermediate and advanced digital competences for citizens, the labour force, educators, learners, entrepreneurs, SMEs, startups and ICT professionals;
  • support employability, reskilling and upskilling, with particular attention to veterans, internally displaced persons, women, young people and other groups affected by the war;
  • strengthen advanced skills in artificial intelligence, cybersecurity, data, automation and other strategic technologies;
  • connect public authorities, education and research institutions, businesses, civil society organisations and experts through a sustainable national coordination model;
  • localise and exchange content with the European Digital Skills and Jobs Platform and integrate Ukraine into the European Digital Decade 2030 ecosystem;
  • identify, document and scale Ukrainian and European good practices in digital education, innovation and entrepreneurship;
  • contribute to Ukraine’s economic resilience, recovery and inclusive digital transformation.

Early achievements include the establishment of the Coalition and its coordination mechanism, partnership agreements with key institutions, launch of the StartAid Ukraine web platform and initial publication of national resources, training opportunities and good practices.

StartAid Ukraine is a multi-stakeholder coalition bringing together public institutions, education and research organisations, associations and NGOs, businesses and labour-market actors, and independent experts. Its founding institutional partners include the Ministry of Education and Science of Ukraine, the State Scientific and Technical Library of Ukraine, the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/UKRNOIVI), the Scientific Association of Cybersecurity of Ukraine, and the HR agency Createria. The Coalition is open to additional national, regional and international partners that can contribute expertise, content, outreach, training, employment opportunities, funding instruments or good practices.
