EU Cyber Direct Created byTerezia Tothova|Updated25 September 2025EU Cyber Direct is an EU-funded initiative focused on enhancing the European Union's cyber diplomacy and international digital engagements. It aims to strengthen the rules-based order in cyberspace and build cyber-resilient societies. The initiative conducts research, supports capacity building in partner countries, and promotes multistakeholder cooperation to advance responsible behavior in cyberspace.Implemented jointly by the EU Institute for Security Studies (EUISS), Leiden University’s Institute for Security and Global Affairs, and Carnegie Europe, EU Cyber Direct serves as a platform for policy support, research, outreach, and capacity building in the field of cyber diplomacy. The core team of experts is supported by a network of associated experts and external collaborators forming the global Cyber Diplomacy Network.
