The Ministry of Digital Transformation of Ukraine

Since 2019, the Ministry of Digital Transformation has been building one of the world's most convenient digital states. Key milestones include making digital passports fully equivalent to physical ones and offering one of the world's fastest online business registrations.

Diia Ecosystem: The core of this transformation is Diia, a digital product ecosystem featuring:

• Diia App: A state super-app with nearly 20 million users, offering 14 digital documents, 30 services, and a digital signature.
• Diia Portal: A public services portal providing over 100 services for citizens and businesses.
• Wartime Resilience and Rapid Response: Following the 2022 full-scale invasion, the digital state rapidly deployed critical services within days or weeks, including IDP status, financial assistance, eRecovery (compensation for damaged property), the eEnemy chatbot, and Warbonds.

Key Ecosystem Projects:

• Diia.Business: A national project supporting SMEs through an online one-stop-shop portal and a physical network of support centers across 11 Ukrainian cities and Warsaw.
• Diia.City: Launched in 2022, it provides a specialized tax regime for IT companies, currently hosting over 700 Ukrainian and international residents.
• Diia.Engine: A low-code open-source solution adopted by 20 Ukrainian ministries and state agencies to develop digital public services.
• Diia.Education: A national edutainment platform reaching 2 million users, offering reskilling and digital literacy courses, career guidance, job search tools, and a network of over 5,000 physical digital hubs across Ukraine.
