Ministry of National Education (MoNE) is the national authority of the public and private education system in Türkiye targeting 18 millions of Students and more than 1 million Teachers. In the MoNE, there are 22 Directorate Generals (DG) and each focuses on different aspect of the education system. DG of Innovation and Education Technologies (DGIET) mainly focuses on supporting digital infrastructure of the system and skills development for students and teachers; in other words, the digital transition. Main field of studies are to monitor and evaluate new technologies applied in education, to conduct studies related to effective ICT use, to support effective technology use all over the education system, and to disseminate ICT use for teachers and students at national and international level.
Looking at the history of post-republic education, it can be seen that maps, OHP and experimental instruments were brought from abroad for a more qualified education in 1930's. In the 1950s, the MoNE took decision to produce educational tools domestically. The Instructive Film Centre (OFM) was established in 1951 to enable mass communication technologies for every grade and type of education. The Education Unit for Radio was founded and named Film Radio Graphic Centre (FRGM) in 1962. In 1968, FRGM took the name "Film-Radio and Television Training Centre (FRTEM)". In 1992, FRTEM restructured and called as "Directorate of Film Radio and Television Education (FRTEB)". The role of the new organization was to research the applicability of distance education technologies in our country. In 1992, the Computer Centre was named as Directorate General for Computer Services and Education. In 1998, the FRTEB and the General Directorate of Computer Services and Education were merged under a single institutional framework. The institution called "Directorate General for Educational Technologies (EĞİTEK) is now changed to "Directorate General for Innovation and Education Technologies (DGIET-YEĞİTEK).
In the DGIET, there are 9 Departments, each is focusing on its own responsibility area. (1) Digital Skills Dep.: The Departments is responsible for conducting training needs analysis and carrying out professional development activities for the teachers. Additionally, business/project/cooperation development are being carried out with industry representatives, universities, public or private institutions, NGOs and international organisations. (2) AI and Big Data Applications Dep.: The department is responsible for developing and managing AI-powered decision support systems and data analytics platforms to inform educational policy and administration. It leads efforts to integrate AI tools into teaching processes, ensures data governance and security, and fosters national and international collaborations for AI ecosystem development in education. Additionally, it sets ethical standards, supports AI literacy, and enhances data-driven planning through machine learning, predictive analytics, and visualization. (3) R&D and Ecosystem Dep.: The department is responsible for monitoring, evaluation and sharing innovative practices and scientific developments in the field of educational technologies to develop EdTech ecosystem with entrepreneurs, companies, individuals, public or private institutions. The Department holds the coordination of ETKİM (Education Technologies, Incubation and Innovation Centre) to develop the EdTech ecosystem. (4) IT Infrastructure Systems Dep.: For educational applications; the Department carries out studies that will strengthen the hardware and network infrastructure. (5) System Development and Management Dep.: The Department is responsible for managing the e-systems that provides management, monitoring and control of the whole infrastructure under the DGIET activities. (6) Content Development and Management Dep.: The Education Information Network (EBA), is an online social education platform offered free of charge by the DGIET. The department is responsible for developing and managing all the related e-contents of EBA. Interactive contents, videos, audio materials are being developed and also all other e-contents of the Ministry are being reviewed and developed according to the standard guidelines. (7) Communication Dep.: The department handles the public affairs responsibilities of the DGIET and organizes and/or participates national or international events to disseminate the results of the actions of the DGIET. (8) Monitoring and Coordination Dep.: National strategies and action plans are being monitored according to the DGIET actions. Reports and publications of the DGIET are being reviewed under this Department. (9) Administrative and Financial Affairs Dep.: General budget and administrative issues of the DGIET are being planned, monitored and managed under this Department.
