The Romanian National Cyber Security Directorate (DNSC)

The Romanian National Cyber Security Directorate (DNSC) is the competent authority at national level for the national civilian cyberspace, including the management of risks and cyber incidents. It is tasked with ensuring the security, confidentiality, integrity, availability, and resilience of the national civilian cyberspace and with defining and implementing the framework of strategies, policies, and regulations that support the implementation of the national vision in the field of cyber security. 

Under its founding act, DNSC is expressly tasked with creating and coordinating the national framework for training in cyber security, in cooperation with public, private, education and research institutions. This includes developing strategies, policies and regulations in the cyber‑security field, as well as acting as a national hub that brings together administration, industry, academia and civil society around a common vision for cyber‑security education and skills.

In practical terms, DNSC’s legally defined functions cover alerting, prevention, awareness and training activities at national level, alongside its roles in incident response and supervision. The Directorate is expected to design and promote awareness‑raising campaigns, guidance materials and training programs for public authorities, operators of essential or important services, and the general public, so that all these groups can better understand cyber risks and adopt appropriate security measures. Through these mandates, DNSC is not only a technical authority, but also the central public actor responsible for building and coordinating Romania’s cyber‑security education ecosystem.
