AppLI Italy’s Personal Assistant for Employment is a public digital platform developed by the Italian Ministry of Labour and Social Policies to support people at risk of social and labour market exclusion through AI-powered employment and learning services. The platform combines generative artificial intelligence, personalised guidance, digital skills development, and access to employment opportunities into a single integrated ecosystem.

About the initiative

The initiative was created in response to a major structural challenge in Italy, where only 45.6% of adults possess at least basic digital skills, far below the EU Digital Decade target of 80%. This gap particularly affects NEET youth, unemployed people, and individuals with lower educational attainment, who often struggle to access digital services and employment opportunities. AppLI addresses this issue by turning the platform itself into a learning experience: users progressively develop practical digital and AI-related skills as they navigate job searches, training opportunities, CV creation, interview simulations, and public services.

A key feature of AppLI is its inclusive and accessible approach. The platform is free of charge, requires no formal digital prerequisites, and offers multilingual conversational support. Through personalised pathways, generative micro-learning, and introductory AI courses, the initiative helps users build confidence in using digital technologies while improving their employability and autonomy.

Why is this a good practice?

AppLI is a strong example of good practice because it combines digital inclusion, AI literacy, and employment support within a single public service. Unlike traditional employment platforms, it embeds digital skills development directly into everyday interactions, enabling users to learn by doing. This makes the platform especially effective for vulnerable groups with low digital confidence.

The initiative also demonstrates significant reach and user engagement. Since its launch in September 2025, AppLI has attracted more than 40,000 users across Italy, delivered over 140,000 job opportunities, and provided thousands of learning and training resources. Importantly, adoption has been entirely voluntary and not linked to financial incentives, showing genuine user interest and trust in the service.

AppLI is described as one of the first European public multi-agent generative AI platforms for employment services, operating within a governance framework aligned with GDPR and the EU AI Act. Human oversight, risk management, and accessibility standards are integrated into the platform design, ensuring that AI is used ethically and inclusively.

The project also has great scalability and transferability potential. Its modular architecture allows new services and target groups to be added without redesigning the infrastructure, and the model has already expanded to include modules on pensions, self-employment, and refugee support. Its recognition in the G7 Compendium of Best Practices and by the International Labour Organisation further highlights its value as a replicable European model for inclusive digital transformation.
