How the collaboration gave rise to the Digital Skills Readiness pilot for companies – Case study

A context in full transformation

The Department of Media, Connectivity & Digital Policy (SMC) plays a key role in Luxembourg’s digital transition: implementation of the AI 2030 strategy, coordination of the Digital Decade and support for innovative projects.
Faced with rapid changes in the labour market and the shortage of ICT and AI talent, the SMC and the Ministry of Labour have sought an agile solution to help organisations, employees and jobseekers better identify their digital skills.

PIX: an immediate and flexible solution

After analysing several tools, the teams identified PIX, a self-assessment system used in several European countries. Luxembourg has decided to co-finance licences to allow organisations to test new diagnostic methods.

Its key advantages include:

  • Alignment with the European DigComp repository
  • modular courses (cybersecurity, basic skills, communication, etc.)
  • Integrated micro-training
  • Dynamic adaptation via AI
  • OECD-recommended approach

A pilot born from collaboration

The ABBL, interested in the process, invited the MSC to present PIX to its members.
At the same time, IMS Luxembourg was preparing a reverse mentoring project supported by the European Social Fund: Incorporating PIX has strengthened the evaluation dimension.

From this synergy was born the Digital Skills Readiness Pilot, offering:

  • NTAC diagnosis based on PIX + IMS mentoring
  • Targeted upskilling opportunities aligned with evaluation results

The funding combines the European Social Fund (40%), the MSC and the Ministry of Labour (60%), with additional support from the Ministry of Digitalisation.

Launch and next steps

The pilot has been hosting voluntary organisations since June 2025. 
A steering committee (SMC, Ministry of Labour, Ministry of Digitalisation, IMS) meets regularly to monitor the results.
