Digital Education Action Plan (2021 - 2027)

The Digital Education Action Plan (2021-2027) is a policy initiative that sets out a common vision of high-quality, inclusive and accessible digital education in Europe. It aims to help national education and training systems adapt to the digital age.

The plan was adopted in 2020, in the wake of the COVID-19 pandemic. It calls for greater cooperation at EU level to address the challenges and opportunities arising from the accelerating digital transformation. It also seeks to enhance support for teachers, students, policy makers, academia and researchers at national, EU and international level.

Priorities and actions

The Digital Education Action Plan sets out two strategic priorities and 14 actions to support them: 

Fostering the development of a high-performing digital education ecosystem

• Structured dialogue: Identifying common challenges EU countries face and ways to overcome them
• Enabling factors for success: Promoting the necessary structural reforms at national level in EU countries
• Blended learning approaches: High-quality and inclusive education in primary and secondary schools
• Digital education content: Guidelines for teachers and interoperability framework
• Connectivity and digital equipment: Enhancing access to high-speed internet for schools
• Digital transformation plans: Support, resources and guidance at national level for education and training institutions
• Ethical guidelines on AI: Practical tips for primary and secondary teachers on using artificial intelligence

Enhancing digital skills and competences for the digital transformation

• Guidelines to foster digital literacy and tackle disinformation: Hand-on guidance for primary and secondary teachers
• Updating the European Digital Competence Framework: The inclusion of skills related to AI and use of data
• Digital Skills Certificate: A path towards certified digital skills across Europe
• Enhancing digital skills: Informatics guidelines for teachers and EU support
• Measuring student digital skills: Compare, analyse and set competence targets to strengthen evidence-based policy development across the EU
• Digital Opportunity Traineeship: Boost ICT talent in the EU
• Women in STEM: Empowering young women to develop digital and entrepreneurial skills
• European Digital Education Hub: The online community for digital education enthusiasts
