Digital and media literacy as drivers for democratic and civic resilience

This call, under Horizon Europe, supports research projects exploring how digital and media literacy can strengthen democratic resilience and civic participation in the face of disinformation, foreign information manipulation, and growing societal polarisation. The objective is to empower citizens to critically engage with information, foster informed democratic participation, and provide policymakers with evidence-based strategies to enhance societal resilience in the digital age.

Areas

  • Digital and media literacy as tools to strengthen democratic and civic resilience.

  • Analysis of information-seeking behaviours, online engagement, and the emotional dynamics underpinning disinformation and polarisation.

  • Development and assessment of media literacy strategies to counter misinformation, disinformation, and manipulative narratives.

  • Research on citizen participation through digital means, including civic technologies and evidence-based decision-making.

  • Computational approaches, such as Social Network Analysis and Natural Language Processing, to map and mitigate the dissemination of disinformation across digital platforms.

  • Evaluation of existing media and digital literacy initiatives and identification of innovative approaches to strengthen citizens' resilience.

Eligibility Criteria

  • Legal entities established in EU Member States, Horizon Europe Associated Countries, and eligible low- and middle-income countries.

  • Consortium composed of at least three independent legal entities established in three different eligible countries.

  • At least one member of the consortium must be established in an EU Member State

Funding

  • Total Budget: up to 10.000.000 EUR

  • Amount per project: 3.500.000 to 4.000.000 EUR 

  • The funding is in the form of lump sum
