Local Digital Twins for Smart and Sustainable Communities Third Open Call

The Local Digital Twins for Smart and Sustainable Communities (LDT4SSC) project, funded under the Digital Europe Programme, has launched its Third Open Call to support the development of a European ecosystem of interoperable Local Digital Twins (LDTs). The initiative aims to accelerate the deployment of data-driven and AI-enabled solutions for cities and communities, fostering interoperability, sustainability, and cross-border collaboration across Europe. Pilot projects are expected to contribute to the creation of a federated network of Local Digital Twins and the development of innovative digital services for public administrations and communities.

The call is structured around three Work Strands:

  • Strand 1 – Connecting Existing Local Digital Twins: Supports the interconnection of existing Local Digital Twins to create a federated EU-wide network for seamless data exchange and interoperability.

  • Strand 2 – Creating New Local Digital Twins: Supports the creation of new Local Digital Twins addressing common urban challenges such as mobility, energy, air quality, sustainability, and waste management, with a focus on replicable solutions.

  • Strand 3 – Advanced AI-based Services for Local Digital Twins: Supports the development of advanced AI-based and innovative open-source services that enhance existing Local Digital Twins with predictive, immersive, and decision-support capabilities.

Eligibility Criteria

  • Eligible entities must be established in EU Member States, EEA countries or Digital Europe Programme Associated Countries

  • Consortia must include at least two local or regional authorities from two different eligible countries

  • The consortia must also include at least another entity between private entities (e.g. service providers), private associations, trusted third parties or private representatives of a use case sector

  • Other eligible entities are, for example, companies, academia, and NGOs

Funding

  • Work Strand 1 budget: 2.3 million EUR

  • Work Strand 2 budget: 3.2 million EUR

  • Work Strand 3 budget: 2.9 million EUR

  • Number of funded consortia: 2-3 per work strand

  • Maximum grant per organisation across work strands and consortia: 500.000 EUR

  • Maximum grant per consortium: 1 million EUR

  • The grant will cover maximum 50% of the eligible costs

Timeline

The deadline to submit applications is set to 13 July 2026, 23:59 Brussels time.
