Open call 2: Local Digital Twins for Smart Communities and Sustainable Communities (extended deadline: 15 April 2026)

The European initiative Local Digital Twins for Smart and Sustainable Communities (LDT4SSC), funded by the Digital Europe Programme, launched the second open call for projects aimed at developing and expanding the European ecosystem of Local Digital Twins.

What are Local Digital Twins?

A Local Digital Twin (LDT) is a virtual replica of a city or community, powered by real-time data, that enables simulation of urban scenarios, optimisation of public services and decision-making based on predictive models. The technology is used for challenges such as climate change, urban mobility, energy efficiency or territorial planning.

Call structure

The call is structured in three main directions:

  1. Work Strand 1 — Connecting existing digital twins: Creating an interoperable European network by connecting existing local LDTs.
  2. Work Strand 2 — Creating new local digital twins: Developing new LDTs that respond to the common challenges of cities and communities.
  3. Work Strand 3 — Advanced AI-based capabilities: Development of open-source components and artificial intelligence-based solutions for European dedicated LDT tools.

Funding

  • Up to €1,000,000 per consortium
  • Maximum EUR 500,000 for each third-party beneficiary
  • 12-18 month pilot projects
  • Co-financing rate: 50%
  • Total budget of the LDT4SSC project: EUR 20 million

The funded projects will contribute to the development of an interoperable digital infrastructure at European level and to accelerating the digital transformation of cities and communities through the use of Local Digital Twin technologies.
