The strategy aims to enhance citizens' quality of life, boost economic competitiveness, and streamline interaction with public administration.The strategy is fully aligned with the European Union’s Digital Decade 2030 framework and targets. Its 2026–2027 Action Plan, approved by Council of Ministers Resolution No. 214/2025 (29 December 2025), includes 49 actions organised into 16 initiatives, supported by an estimated investment of €350 million. Actions for period 2026-2030.BudgetThe implementation of the National Digital Strategy’s Action Plan is funded by an initial allocation of €355 million. This investment is co-financed through national and European funding mechanisms, comprising €217 million from the Connecting Europe Facility (CEF), €127 million from the Recovery and Resilience Plan (RRP/PRR), €7 million from the European Social Fund (Pessoas 2030), and €2.5 million from the National State Budget. Additional dedicated funding will be mobilized for upcoming flagship initiatives, including the National AI Agenda and the establishment of the National Digital Agency.Stakeholder InvolvementThe strategy is coordinated by ARTE – Agency for the Technological Reform of the State. The implementation and governance of Portugal’s National Digital Strategy 2030 rely on a collaborative ecosystem of diverse stakeholders across the public and private sectors. Strategic oversight and interministerial execution are driven by core government bodies.
