LEAD-PRO (Law Enforcement Assistance for Disaster Prediction and Recovery Optimisation) is an EU initiative that strengthens the disaster response capabilities of law enforcement agencies through an AI-enabled platform. It supports faster decision-making and efficient resource deployment during emergencies, such as the recent floods in Valencia.

About the initiative

Recognising the growing digital threat landscape, LEAD-PRO integrates cybersecurity training delivered by ISACA, equipping officers with the skills needed to protect critical systems and data. The platform offers advanced tools, including secure communication, drone management, and real-time situational dashboards, and is designed for scalability and immediate deployment. By combining operational technology with digital skills development, LEAD-PRO enhances the resilience and competence of Europe’s law enforcement personnel.

Why is this a good practice?

LEAD-PRO stands out as a good practice by merging advanced disaster response technology with targeted digital skills development for law enforcement. The platform is fully operational at TRL 8–9 and aligned with EU security standards, offering real-world-tested tools such as AI-driven data analysis, drone surveillance, and secure communication. A notable achievement is the delivery of ISACA-certified cybersecurity training to over 300 personnel, boosting both digital resilience and operational readiness.

With active involvement from four police forces and early integration of core technologies, LEAD-PRO demonstrates measurable impact and scalability. Its holistic approach, combining innovation with capacity building, sets a benchmark for digitally empowered public safety across Europe.
