Radu Puchiu, Director of the Technology and Society Programme at Aspen Institute Romania, launched the ‘Digital First’ proposal — a collaborative public policy framework for Romania’s digital transformation. It aims to bring together public and private sector stakeholders around a shared vision for modernising public administration and improving public services.

The initiative proposes to move the discussion from mere digitalisation to digital transformation, rethinking public services from a primarily digital environment. "I believe a lot at this moment and the chance to modernise Romania with technology," said Puchiu, inviting public and private sector partners to join the initiative. The proposal also emphasises the importance of coordinated action and a common set of principles to guide digital transformation across public institutions.

Connecting governance with institutional change

The proposal aligns with the concerns expressed in the Edge Institute Report on Digital Governance, which assessed Romania’s performance at only 3.1 out of 10 in this area. ‘Digital First’ comes as a natural complement, providing a framework of principles and concrete actions to accelerate digital transformation at institutional level. Both initiatives highlight the need for stronger coordination, clear responsibilities and a more consistent approach to modernising public administration.
