The first academic book on cybersecurity in Latvia

The Ministry of Defence of Republic of Latvia have issued the first academic book on cybersecurity in Latvia – "Cybersecurity in Latvia: Forging Resilience amidst Emerging Threats". It was developed with the participation of experts from the Ministry of Defence and CERT.LV, as well as other Latvian and foreign researchers and experts.
“Cybersecurity is an essential component of national security in the 21st century, and Latvia continues to strengthen cybersecurity as a pillar of national defence, integrating it into comprehensive national defence, working closely with allies and promoting the involvement of the whole of society. This book is a valuable contribution to raising awareness of our cybersecurity pathway and serves as a roadmap for the future,” emphasize Minister of Defence Andris Sprūds.
The published collective monograph is the most extensive research and the first scientific book on cybersecurity in Latvia. It analyses Latvia's cybersecurity ecosystem, its processes, challenges and future perspectives, applying both exact and social science methods.
Objectives of the cybersecurity ecosystem:
- Provide study programmes – the objective is related to the design, development and implementation of educational courses and curricula to provide knowledge, skills and competences to learners.
- Prepare learning materials – learning materials support the implementation of educational courses to provide learners with in-depth insights into cybersecurity.
- Continuous education: knowledge and skills need to be continuously updated in light of evolving cybersecurity threats.
- Train cybersecurity professionals – education courses and study programmes are being implemented to prepare cybersecurity professionals.
- Carry out research – new methods and technologies are being developed to tackle cybersecurity threats more effectively.
- Preparing policy documents – providing input to policy documents.
- Preparing information materials – producing and distributing information materials aimed at the general public to raise awareness of cybersecurity challenges.
- Organise public awareness events – events are organised to improve knowledge of cybersecurity issues and build trust in the cybersecurity ecosystem.
The book pays special attention to Latvia's unique approach to strengthening cybersecurity and cyber resilience, which is particularly important for smaller countries. The publication also reflects Latvia's role in NATO and the European Union, contributing to the development of collective cyber defence capabilities.
The book was published by the international publisher "Routledge" in the series "Studies in Conflict, Security and Technology" and serves as a vital resource for policymakers, researchers, and cybersecurity experts. The book can be accessed here.
The book will be presented at the international technology forum "2025 Techritory Forum" on October 22 and 23 of this year.
The study was developed as part of the European Union's "Digital Europe" program project National Cybersecurity Coordination Center – Latvia (NCC-LV). The project has been implemented since 2023 by the Ministry of Defense in collaboration with the CERT.LV unit of the University of Latvia's Institute of Mathematics and Computer Science and the Central Finance and Contracting Agency. The project is supported by the European Cybersecurity Competence Centre and co-financed by the European Union (grant agreement No. 101127985).
