Parengta nauja Lietuvos skaitmeninės plėtros strategija

The Ministry of the Economy and Innovation (EIMIN) has prepared the Digital Development Strategy of Lithuania for 2026-2040, which sets ambitious goals in the areas of strengthening digital skills in society, business, and the public sector, as well as developing digital infrastructure.

As a result of this strategy, 85% of Lithuania's population will have basic digital skills, and 75% of companies will use artificial intelligence. In addition, the public sector, businesses and citizens will have access to fast and high-quality digital services, reducing bureaucratic burdens and increasing data security. Lithuania's digital development strategy was submitted to the Government on October 21 2026.

The new digital development strategy by 2040 outlines the main directions of the state's digital transformation, how digital services will be implemented, data-driven solutions, business competitiveness, reliability and resilience of digital infrastructure, and society's ability to apply new technologies. This strategy, aligned with the European Union’s Digital Decade objectives, will help coordinate the digital transformation process across all areas of the state.

The country's digital development strategy foresees that by 2040, Lithuania will strive for high digital maturity, ensuring technological progress, resilience and international competitiveness of society, business and the public sector. There are four strands for this.

Enhancement of digital skills and human capital

Strengthening the digital skills of society will focus on the digital skills of the population, the adaptation of the education system and the training of information and communication technology (ICT) specialists. As a result of the strategy, the majority of the population – 85% would have at least basic digital skills and at least 40% of the population would have high levels. The share of ICT specialists in the labour market would also more than double to 13%.

Digital transformation and innovation in the business sector

The business sector will foster the development and deployment of digital innovation, digital solutions and advanced technologies. By 2040, the share of enterprises using AI technologies is expected to increase from 21% to 75%, and all Lithuanian small and medium-sized enterprises will have at least a basic level of digital intensity.

Modernisation and security of public sector digital services

The public sector will develop secure and user-friendly e-services, enhance the development of the state data ecosystem and strengthen security. Following the implementation of the strategy, the assessment of digital public and administrative services for businesses and residents according to the eGovernment Benchmark study carried out by the European Commission is expected to reach a maximum score of 100 points.

Resilient and future-proof digital infrastructure

In the area of digital infrastructure, the development of future-proof infrastructure and the strengthening of its security are foreseen. By 2040, all households are expected to have at least 100 megabits per second (Mbps) of mobile internet access, with at least half of all subscribers (currently only 3%) using 1 gigabyte per second.

Lithuania's digital development strategy for 2026–2040 is based on an analysis of digital development trends and needs. Representatives of ministries, the Chancellery of the Seimas, the Chancellery of the Government, state institutions, social and economic partners contributed to its preparation. The National Digital Development Strategy for 2026–2040 has yet to be approved by the Seimas. Concrete measures and actions will then be developed to achieve the objectives set out in the strategy.
