The OECD Going Digital Toolkit offers a resource to local, regional and national public administration and services to assess their digital development state-of-play and formulate relevant policies to respond to, and build on assessment results. Key features of the toolkit include data exploration and visualisation on central themes around digital development, as well as country-specific information and analysis.

The Skills theme of the Toolkit explores the mixture of foundational and information and communication technology (ICT) skills, as well as transversal and complementary skills that citizens across the world need to thrive in a world that is increasingly digital. The toolkit also looks at the necessary prerequisites towards improving the accessibility, quality and equity of education for young people and of training systems for adult learning.

By exploring the Going Digital indicators relevant to skills - such as the share of adults proficient at problem-solving in technology-rich environments, or the Digital-intensive sectors' share in total employment - and diving deeper by reading related publications, the OECD toolkit offers relevant and unbiased country-specific data. More than a dozen indicators are available, allowing to draw comparisons and see key differences in skills between any two countries in the world. Other themes in the toolkit include: data and data flows, development, digital technologies, digital government, gender, growth and well-being, information industries, productivity and small and medium-sized enterprises (SMEs).
