Greece - National Coalition for Digital Skills and Jobs

The Greek National Coalition for Digital Skills and Jobs is a cooperation platform bringing together public and private organisations committed to promoting and enhancing the digital skills of Greek society. Since July 2019, responsibility for the organisation and operation of the Coalition at national, European and international level has been coordinated by the Ministry of Digital Governance. 

The objectives of the National Coalition are:

  • Promoting cooperation among all stakeholders to implement actions that strengthen digital skills and help address the digital skills gap across all sectors of the Greek economy and society.
  • Enhancing the dissemination of EU digital skills policies in Greece. The organisational structure of the Coalition is supported by the competent services of the Department of Digital Economy, Investments and Digital Skills of the Directorate of Digital Strategy (General Secretariat for Information Systems and Digital Governance).

The National Coalition is aligned with Greece’s digital transformation strategy and the objectives of the European Digital Decade 2030. At the same time, the Greek National Coalition actively supports the promotion and implementation of European digital skills policies. The Coalition focuses on four (4) target groups: Education, Training, ICT Professionals, and Citizens.

The main priorities and initiatives of the Coalition are to:

  • Contribute to the objectives of the Digital Decade 2030;

  • Maximise the use of national and EU funding opportunities;

  • Promote synergies between the public and private sectors;

  • Support the transfer and implementation of EU digital policies at the national level.

Main Findings

Promote synergies between Public and Privite Sector

Training of Civil Servants in Cloud Computing Technologies and Digital Literacy 

The initiative aims to train public sector employees in cloud technologies and digital literacy. The programmes mainly target executives and managers in Public Administration and Local Government with ICT-related backgrounds. Coordinated by the Ministry of Digital Governance in cooperation with the Ministry of the Interior, the National Centre for Public Administration and Local Government, and Microsoft, the initiative has seen more than 10,000 civil servants participate to date.

Another key initiative implemented under the framework of the National Coalition for Digital Skills and Jobs in Greece is the provision of specialized digital skills learning paths, offered free of charge to all Greek citizens by Oracle University. This initiative is made possible through a three-year Memorandum of Understanding between the Ministry of Digital Governance and Oracle. Operational since October 2024, the programme enables participants to access on-demand online courses on Oracle-supported technologies. By June 2026, more than 1,700 individuals had already registered on the dedicated platform, taking advantage of the opportunity to upskill in advanced digital domains.

Tranfer EU Policies in National Levels

To establish a national reference framework for citizens' digital competences, the National Coalition published the Greek version of DigComp 2.2 in 2023 and is currently finalizing the DigComp 3.0 version (expected in the second half of 2026). This version includes the localisation into Greek of the updated reference framework, which provides more than 360 competence statements and 520 learning outcomes that support the confident, critical, and safe use of digital technologies, including emerging technologies such as Artificial Intelligence.

The National Coalition's network consists of approximately 40 stakeholders from the public, non-profit organisations, academia, education, and industry in Greece.
