The State Technological Reform Agency, I.P. (ARTE) is the public institute responsible for directing, coordinating, and executing the technological transformation and digitalization of Public Administration in Portugal, under the supervision and tutelage of the Ministry of State Reform.
ARTE was created in 2025 as part of the restructuring of the former Administrative Modernization Agency (AMA), with the objective of promoting administrative modernization and simplification, ensuring the interoperability of systems and data, implementing cybersecurity and data security policies, integrating emerging technologies, coordinating the omnichannel and in-person service network, and strengthening the digital capacity and skills of the Portuguese society, working in close coordination with all entities of the Public Administration.
Within its attributions, ARTE is responsible for coordinating the National Digital Strategy (NDS) and the Digital Skills Pact, published in December 2025 (and corresponding to Action #17 of the 2026–2027 Action Plan of the NDS).
