Poland

Poland has achieved 44.3% basic digital skills coverage, compared to the EU average of 55.56%. This puts Poland at 55.4% of the overall target for the EU 2030 goal, which aims to have 80% of the EU population possessing at least basic digital skills. According to the Digital Decade report 2025, the percentage of ICT specialists in employment has not surpassed the EU average, yet increasing from 4.3% to 4.5% (EU average - 5%). The share of female specialists in 2024 was 17.5%. Poland has strong fixed internet connectivity but faces challenges with low digital skills and slow adoption of advanced technologies by businesses. However, it is making progress on quantum computing and AI and deployed measures to enhance cybersecurity at different levels of government, while improving the digital skills of citizens. 

Poland has a National coalition for digital skills and jobs led by The Polish Information Processing Society, PIPS (Polskie Towarzystwo Informatyczne, PTI).

At the state level, Poland has implemented several strategies and initiatives. The Digital Competence Development Program aims to enhance digital competences for all individuals, both ordinary users and ICT specialists, through various activities and priorities. The Cybersecurity Strategy of the Republic of Poland focuses on increasing information system resilience and protecting information in all sectors. 

Under the Poland recovery and resilience plan, significant investments are allocated to support digital transition. This includes digitalizing public administration, ensuring high-speed internet access and 5G network deployment, digitalizing education, and strengthening cybersecurity capacity. 

Various initiatives contribute to digital skills development and inclusion. For instance, Lekcja: Enter, supported by the Orange Foundation, assists in developing digital skills and preventing digital exclusion through programs like Mega Mission and #Superkoderzy. The projekt "Szansa - nowe możliwości dla dorosłych" focuses on supporting adults in acquiring basic digital skills. 

Despite the challenges, Poland is actively working on improving its digital skills landscape, fostering digital inclusion, and supporting the digital transition in key sectors.
