The Roadmap to Accelerate Digital Sovereignty in Spain was developed by the Council of Ministers and sets out the strategic orientation for the next phase of Spain's digital transformation.The strategy systematizes ongoing initiatives and details future actions aimed at reducing critical technological dependencies on non-EU vendors, protecting digital public spaces, and safeguarding national data sovereignty.

Priorities for the Development of Digital Skills

The development of digital skills focuses on creating an inclusive, highly skilled, and technologically autonomous society. Key priorities are structured around four strategic pillars:

  • Universal Basic Digital Literacy: Ensuring all citizens can safely navigate digital environments, access public e-services, and protect themselves against cyber threats.

  • Advanced Upskilling and Reskilling: Equipping the labor market with high-level expertise in critical emerging technologies, including Artificial Intelligence, cloud computing, cybersecurity, and data analytics.

  • Equity and Diversity in ICT: Closing the persistent gender gap and promoting equal opportunities within STEM fields to build a diverse, resilient talent pipeline for specialist roles.

  • Modernization of Education Systems: Integrating computational thinking, media literacy, and ethical AI usage into national curricula, backed by flexible lifelong learning pathways and industry-aligned micro-credentials.

The strategic roadmap includes actions designed to strengthen digital infrastructure, public administration capabilities, and domestic tech ecosystems:

Digital Public Infrastructure

  • Connecting Spain’s core public digital assets into broader European DPI frameworks.

  • Ensuring public platforms remain secure, auditable, and accessible to citizens.

Adoption of Open Source Software

  • Requiring Spanish public services to use open-source software like OpenDesk to avoid depending on single tech companies and keep systems fully transparent.

Data Spaces and Trust Registries

  • Setting up shared data platforms for cities and specific industries.

  • Creating official rules and registries to ensure secure, independent data sharing.

Critical Technologies and Innovation

  • Continuing funding for key future technologies, such as AI, quantum computing, cloud systems, microchips, and secure satellite communications.

  • Deploying specialized AI infrastructure across key sectors (e.g., healthcare AI factories).

European Financial and Payment Systems

  • Supporting cross-border European payment infrastructure to reduce dependence on external commercial payment gateways.

Protection of Digital Rights and Cybersecurity

  • Promoting digital rights globally while strengthening national defenses against cyberattacks on key public and private systems.

Aligned directly with the European Union’s broader digital sovereignty agenda, the roadmap ensures the continuity of digital investments following the conclusion of the Recovery, Transformation and Resilience Plan (RTRP).

The strategy is funded by a financial framework that includes short-term European recovery funds as well as long-term EU and national financing mechanisms. This plan aims to mobilize up to €120 billion in public and private investments by 2030, ensuring continuous support for critical digital infrastructure, local tech innovation, and strategic data ecosystems.

Stakeholder Involvement

The strategy involves a wide network of public and private partners to ensure effective national adoption. At the government level, the effort is led by the Ministry for Digital Transformation and Civil Service, alongside specialized state secretariats for digitization and AI. Other key participants include local and regional public administrations adopting open-source tools, national research institutes, defense and cybersecurity agencies, and private sector tech companies developing critical infrastructure like cloud services, microchips, and satellite communications.
