Ukraine - The Strategy for the Digital Development of Innovation until 2030

The Strategy for the Digital Development of Innovation in Ukraine until 2030 was approved in 2019 by the Cabinet of Ministers of Ukraine. The strategy outlines Ukraine's plan for digital development and innovation, aiming to build a knowledge-based and innovation-driven economy, foster a favorable environment for research and business, and drive the digital transformation of the state and society.

The Strategy focuses on three main priorities:

• Growth of High-Tech Industries and Innovation: Driving economic development through technology commercialization, support for research and development (R&D), and the expansion of high-tech sectors – with a strong focus on artificial intelligence (AI) and the EU Green Deal.

• Entrepreneurship and Infrastructure Development: Fostering a favorable business environment by developing startup ecosystems, tech parks, incubators, accelerators, and innovation clusters that unite research institutions, higher education bodies, and private companies.

• Human Capital and Investment: Attracting talent, enhancing digital skills and literacy across society, and stimulating investment in technology sectors through financial incentives, tax breaks, and grant programs.

Key Focus Areas and Implementation Mechanisms:

• Regulatory Framework and AI: Establishing a comprehensive legislative framework, preparing a White Paper on AI regulation, and creating a center of excellence for AI in the energy sector to support Ukraine's green transition.

• Testing and EU Integration: Implementing regulatory platforms ("sandboxes") to test high-tech and AI products for compliance with national legislation and EU regulations, facilitating seamless access to the European market.

• Collaboration and Special Initiatives: Developing the Ukrainian language fund, organizing open data competitions for public engagement, and facilitating effective interaction between the state, science, education, and business sectors (the triple helix model).

The main tasks of the Strategy:

• Optimizing financial mechanisms and state support instruments for high-tech projects.

• Expanding international cooperation and participation in EU research and innovation programs.

• Monitoring and evaluating the implementation of innovation policy to ensure measurable economic impact and a clear path for future growth.
