From Digital Transformation to Functional Reform

The Conference is held under the auspices of the Ministry of Digital Governance and Artificial Intelligence, the Information Society, the Piraeus Chamber of Commerce and Industry and with the support of institutional and professional bodies such as the National Documentation Centre (EKT), the Open Technologies Organisation (ELAK), SETPE and SEKEE.

The aim of the event is to highlight the policies, institutional interventions and operational tools required for the digital transformation to become a permanent improvement in the functioning of the state. The discussion focuses on critical axes such as digital governance architecture, interoperability by design, the use of artificial intelligence in administrative decision-making, data life cycle management, simplification and standardisation of processes, performance measurement by indicators (KPIs), as well as the development of modern project governance mechanisms and public digital investments. The success of this transition requires strong institutional coordination, cross-sectoral cooperation, human capital development and the adoption of a data-driven governance model, evidence-based policymaking and continuous evaluation of results. Operational reform is not the next step in the digital transformation; it is its strategic integration and the key to shaping a more efficient, resilient, transparent and needs-oriented public administration, economy and sustainable development.

From Transformation to Digital Maturity

The necessary procedures for the transition of the public administration from the implementation of digital projects to the systemic change of the operation of Public Services through the digital projects of the RRF are recorded. Highlights the results of digital transformation projects Fragoudi 11 & Al. Pantou 101 64, Kallithea Athens and sets the framework for the next day, where the emphasis shifts to quality of service, system coherence and sustainable administrative reform.

Redesign of public services: From Process to Experience

Successful examples of citizen-centred redesign of public services are mentioned. The simplification of procedures, the elimination of unnecessary steps and the adoption of models based on the "service design" service offered are discussed. Pursuing the transition from bureaucratic procedures to integrated, simplified and digitally robust services.

Interoperability and Single Digital Architecture

The need for a coherent ecosystem of public systems that communicate with each other is addressed. The interoperability, APIs, registries and architecture of the digital state are analysed. The aim is to move from piecemeal solutions to a single, functional and scalable digital environment.

The State as a functional data system: the Data - Driven Public Administration

 The discussion focuses on the use of data as a key management and policy-making tool. Practices of utilization of analytics, dashboards and real-time information are presented. The aim is to move from empirical decisions to evidence-based, data-driven public administration. The state functions as a single data-driven digital system for its functioning. It analyzes how data shapes services, decisions and policies, and how the public can operate more efficiently, predictably and transparently.

Functional Reform: the Next Step of Digital Public Administration

The transition from digital transformation to a deeper change in the way the state operates is being investigated. It highlights the need to redesign structures, processes and roles so that technology becomes a real administrative reform with a measurable effect.

Organizational Transformation: Automation, AI and Digital Processes

It examines the use of integrated process automation through Artificial Intelligence in public services. Smart workflows, reduction of manual processes and efficiency gains are discussed. The goal is a faster, more accurate and functional public system. The need to restructure public administration at the level of structures and functions is analysed.

Digital Skills and the profile of the State Executive in 2030

The course of the development of digital skills in the human resources of the State. Upskilling needs, new skills and culture change are presented, so that the civil servant responds to a digitally transformed environment. New organizational models, more flexible and networked, that meet the requirements of the digital age and operational efficiency, are being examined.

Digital Security in the midst of Artificial Intelligence. Protection infrastructure

Issues of cybersecurity, data protection and digital identity of citizens are addressed. It stresses that trust is a foundation of digital governance and a prerequisite for the widespread uptake of digital services.

From digital transformation to functional reform

A dialogue and position meeting records, "mapps" the next day for the public administration. Emphasis is placed on the transition from technological projects to a substantial reform of citizen-centred operations and services. It maps the new landscape of Public Administration after the digital transformation. It examines how technological projects are transformed into structural changes of operation, aiming at more efficient services and simpler processes. The central aim is the transition to a modern, functionally reformed, citizen-centred state.
