DigComp 3.0 in Practice: Building an AI Literacy Curriculum for Public Sector Users in light of EU AI Act Article 4

EU AI Act Article 4 has been in force since August 2026, requiring all AI deployers, including public sector bodies, to support the development of a sufficient level of AI literacy among their staff. Lithuania's National AI Strategy 2026-2035 names DigComp 3.0 as the recommended framework for national AI literacy programmes, creating a direct link between the European competence framework and national compliance requirements.

About the event

This workshop presents Kelias, a pre-commercial AI literacy platform built specifically for Lithuanian public sector professionals, with curriculum aligned to DigComp 3.0 at the competence and proficiency level. The presentation covers the design challenges of applying a citizen-oriented framework to professional deployers, the competence mapping methodology, and the DigComp 3.0 competence report produced for each learner as Article 4 evidence documentation.
