2025 Open Data Maturity Highlights: Progress in the EU Countries
The annual Open Data Maturity (ODM) report, published by the European Commission, provides an overview of how European countries are progressing in the development and use of open data. The annual assessment evaluates EU Member States, EFTA countries and candidate countries across four key dimensions: policy, portals, data quality and impact.
A continuous progress across Europe
The 2025 report shows that Europe continues to make steady progress in open data. The average open data maturity level reached 81% overall, while EU countries achieved an average of 86%, reflecting ongoing investments in governance frameworks, data infrastructure and reuse practices. Most participating countries improved their scores compared to previous years, confirming the growing importance of open data in digital transformation strategies.
Strong policy frameworks remain a key driver
The policy dimension remains the most mature area, with an average score of 93% among EU countries. This reflects well-established national open data strategies, governance structures and legal frameworks that support the publication and reuse of public sector information. Several countries have reached full maturity in this dimension, demonstrating strong alignment with EU open data and digital policy objectives.
Improved data portals and accessibility
Open data portals continue to evolve as central access points for public sector data. In 2025, the portal dimension reached 85% maturity, showing improvements in usability, sustainability and functionality. Enhancements such as better metadata management, improved APIs and more user-friendly interfaces are making data easier to find, access and reuse for citizens, businesses and public administrations.
Measuring the impact of open data
The impact dimension, continues to improve, reaching 82% maturity last year. Countries are increasingly recognising the importance of assessing how open data contributes to transparency, innovation, public service improvement and economic growth. While impact measurement remains challenging, awareness and strategic approaches are steadily developing.

Open data plays a crucial role in supporting digital skills development, innovation and data-driven decision-making. High-quality and accessible public data enables the creation of new digital services, supports research and education, and strengthens trust in public institutions. The progress highlighted in the 2025 report demonstrates that open data is becoming an integral part of Europe’s digital ecosystem. By strengthening data quality, accessibility and impact, European countries can further support innovation, digital skills development and inclusive growth in line with the EU’s Digital Decade objectives.
