Digital Government Strategy 2026-2030: Luxembourg takes a new step in its digital transformation

Luxembourg has formally adopted its new Digital Government Strategy 2026-2030, jointly led by the Ministry of Digitalisation and the State Information Technology Centre (SITC). This roadmap sets out the broad orientations for the digital transformation of public administration for the coming years and builds on previous e-governance strategies.

A digital administration centred on sovereignty and innovation

This new strategy marks an important step in the evolution of digital public services in Luxembourg. It is based on a clear vision: build a more efficient, innovative and sovereign administration, able to meet the needs of citizens and businesses in a constantly changing technological environment.

One of the key areas of the strategy is the strengthening of digital sovereignty, in particular through better control of critical data, infrastructure and technologies. Artificial intelligence, data and emerging technologies are central to this vision, as strategic levers for public sector transformation.

Five headline targets for transforming public services

The strategy is structured around five structuring objectives that will guide actions in the coming years:

• digitalisation of interactions between administration, citizens and businesses (G2C and G2B), with simpler, more accessible and proactive services
• internal digitalisation of the State (G2G), to harmonise processes and enhance interoperability
• sovereignty and digital security, to protect public infrastructure and data
• the development of digital skills and talents in the administration
• sustainability, with more responsible management of technological resources

Digital skills at the heart of transformation

Beyond the technological aspects, the strategy puts a strong emphasis on the human factor. The development of digital skills, continuous training and the strengthening of talent in the public sector are identified as key levers for the successful digital transformation of the State.

This dimension is directly linked to the challenges posed by initiatives such as digitalskills.lu, which aim to support the development of digital skills throughout society.

A structuring transformation for the years to come

With this 2026-2030 strategy, Luxembourg confirms its ambition to have a more agile, efficient and resilient state in the face of technological and societal challenges. The aim is to provide simpler, more accessible and more user-centric public services, while building trust in digital.

This roadmap thus provides a structuring framework for all future digitalisation initiatives, and places digital skills at the heart of the state’s transformation.
