Supporting ENISA for the provision of cybersecurity services to Bulgaria, Malta, Netherlands and Poland

Context
This call for tenders, launched by ENISA and divided into 4 lots, aims to boost cybersecurity resilience in Bulgaria, Malta, the Netherlands, and Poland. It will establish framework contracts to provide preparedness and incident response services, supporting the EU Cybersecurity Reserve and strengthening Member States’ ability to prevent and recover from large-scale cyber incidents.
Goals
· Framework service contracts in Bulgaria, Malta, the Netherlands, and Poland.
· Ex-ante preparedness activities for cybersecurity resilience.
· Ex-post incident response services for large-scale cyber incidents.
· Support to the EU Cybersecurity Reserve with trusted expertise.
Services to be provided
– Ex-Ante Services:
· Preparedness support services – testing for potential vulnerabilities and cybersecurity capabilities, risk monitoring service, threat monitoring service, etc.
· Cybersecurity exercises and trainings.
– Ex-Post Services:
· Incident management – information Security Incident Analysis, Artefact and Forensic Evidence Analysis, etc.
Target Profiles
· Junior and Senior IT experts.
· Junior and Senior IT experts, with experience in IT trainings (cybersecurity, crisis management, etc.).
· Junior and Senior IT experts, proficient in Incident Management.
Funding
· Total Estimated Value: €900,000 per lot.
· Contract Duration: 36 months framework service contract in cascade.
· Award Method: best price quality ratio.
· Framework Agreement: Framework agreement, without reopening of competition.
Timeline
· Call Published: 15 September 2025.
· Date and Time of Public Opening: 20/10/2025,13:00 Europe/Athens.
· Deadline for Receipts of Tenders: 20/10/2025 10:00 Europe/Athens.
