BUILD UP Skills – Upskilling and Reskilling Interventions for Building Decarbonisation

Summary

This call aims to support the upskilling and reskilling of building professionals across Europe to deliver high-energy performance renovations and nearly Zero-Energy Buildings (nZEBs), by developing and implementing training and qualification schemes aligned with the EU Green Deal, the 2030 climate objectives, and the long-term goal of achieving carbon neutrality by 2050.

Context

Launched in 2011, the BUILD UP Skills initiative supports the upskilling of building professionals across Europe to deliver high-energy performance renovations and nearly Zero-Energy Buildings (nZEBs). This effort is sustained through the rollout of ambitious training and qualification interventions aligned with the EU Green Deal, the EU’s 2030 climate objectives, and the long-term strategy of achieving carbon neutrality by 2050.

Key Objectives

• Expand or establish national platforms focused on energy efficiency skills.
• Implement national skills roadmaps with clear action plans and commitments.
• Promote awareness and demand for energy efficiency professions.
• Ensure wide stakeholder engagement, especially from public authorities, training providers, industry, and SMEs.
• Address cooperation gaps and improve governance between actors in the skills ecosystem.

Scopes

• Scope A: Develop, test, validate, and prepare the deployment of new and/or upgraded training and qualification schemes for professionals involved in the building value chain. Focus on Continuing Vocational Education and Training (CVET) for professionals, including retraining from other sectors.
• Scope B: Establish a European community of practice among practitioners involved in upskilling activities for building professionals, facilitating the large-scale rollout of successful approaches across Europe.

• Training and educational institutions.
• Construction and renovation sector professionals.
• Industry associations, SMEs, and relevant stakeholders engaged in energy efficiency skills.

• Non-EU countries: listed EEA countries and countries associated with the LIFE Programme

Proposals may be submitted by a single applicant or by applicants from a single eligible country.

Funding

Total Budget: €6,000,000 

Funding per project: up to €1,500,000

Funding rate: 95%

Timeline

Deadline for submissions: 23 September 2025, 17:00 Brussels time

Evaluation Results: February 2026
