Strengthening the SOC Ecosystem

Objective

This DIGITAL EUROPE call supports current initiatives to build National and Cross-Border SOC platforms, boosting data sharing, cooperation, and threat detection across Europe. By supporting collaboration between local, national, and cross-border SOCs, this call aims to improve cyber-resilience through a unified threat knowledge base and technological independence. This includes creating a governance framework, defining data-sharing standards, and encouraging private sector engagement. A single Coordination and Support Action will connect the broadest network of National and Cross-Border SOCs to drive these initiatives forward.

Expected Outcome:

Events, workshops, stakeholder consultations, architectural designs and white papers on technical coordination and interconnection support platforms.
Stronger links between public sector and industry SOCs
Technical frameworks to allow for information exchange between SOC platforms
A blueprint for the use of HPC facilities for the benefit of SOCs

Areas

Proposals should address one or more of the following:

Developing frameworks to enhance collaboration and connections between Cross-Border SOC platforms, National SOCs, and other SOCs within countries.
Supporting coordination among Cross-Border SOC platforms and their relationships with National and other SOCs.
Building connections between the public sector and industry for information sharing, tools, data, and training.
Strengthening links between SOCs and industrial players in AI and other technologies, promoting adoption and familiarity with advanced tools.
Engaging HPC and AI experts to create a blueprint for AI models requiring HPC access, while raising awareness within the SOC community.

Eligibility Criteria

Legal entities established in:
EU Member States
Including Overseas Countries and Territories
EEA countries (Norway, Iceland, Liechtenstein)
Consortium:
Only entities designated at the Member State level as National SOCs can apply
Activities must take place in eligible countries, and all participants must be based in these countries.
Entities can not be controlled from outside eligible countries.
