Institut Montaigne

The Institut Montaigne is a non-profit and independent think tank based in Paris, France. It strives to develop public policy proposals aimed at shaping political debates and decision making in France and Europe. Its work brings together leaders across government, civil society, corporations and academia to create analyses that are balanced and anchored in evidence.
Founded in 2000, the Institut Montaigne was created by former Chairman, founder, and CEO of AXA Claude Bébéar who wanted to have an organisation fully devoted to serving democracy and the public interest. It set out key topics in its work programme that were key challenges to France namely diversity, education, the welfare state, and energy among other topic areas. Thus, the Institut Montaigne gathered the best French expertise to carry out research and analysis and develop concrete policy recommendations.
