The report provides a comprehensive, forward-looking assessment of these dynamics across 36 OECD Members and 8 accession candidate countries. Drawing on the results of the 2025 DGI and OURdata, it evaluates both progress and persistent gaps across key areas of digital transformation of government, identifying what governments need to do to move from digital ambition to public sector performance in an environment of rapid technological change, fiscal constraints and limited public trust.ProgrammeDuring this high-level virtual event, the OECD will present the report's key findings and cross-country trends, and convene a strategic, forward-looking debate on the policy choices that will determine whether governments are able to move from digital foundations to transformational impact. Through ministerial interventions and a moderated panel with senior digital leaders, the event will explore the trade-offs governments face in turning digital foundations into tangible results for people, and the role of international co-operation in navigating those choices. 12:00–12:20 Opening remarksMathias Cormann, Secretary-General, OECDHisashi Matsumoto, Minister for Digital Transformation, JapanYun Hojung, Minister of the Interior and Safety, Republic of KoreaKarianne Oldernes Tung, Norway’s Minister of Digitalisation and Public Governance 12:20–12:35 Presenting the OECD Digital Government OutlookDuring this session, the headline results from the Digital Government Outlook will be presented, with a focus on key findings across four areas: digital infrastructure and data; institutional capacity, governance of investments and digital talent; AI governance, enablers, guardrails and adoption; and human-centred and proactive government services.Speaker: Gillian Dorner, Deputy Director of Public Governance (GOV) 12:35–13:15 Panel discussionThe panel will provide a forward-looking reflection on the strategic choices digital leaders face to ensure their governments are future-ready.
