Lithuania ranked 7th among the European Union countries in terms of the development of digital public services. This was demonstrated by the eGovernment Benchmark 2026 study published by the European Commission. Lithuania’s overall score was 85.5 out of 100, well above the EU average of 76.6.

The study assessed 96 key digital public services for nine life situations relevant to residents and businesses: resettlement, transport, small claims, family, professional, study, health, business start-up and day-to-day business activities. The services were tested by specially trained evaluators who acted as regular users. They analysed the availability and convenience of services, the re-use of data, transparency, the possibilities of electronic identification and the availability of services to residents and businesses in other EU countries.

Lithuanian digital services for business are highly appreciated. Lithuania scored 97 points in this area, compared to an EU average of 89. Services for national users scored 99 points, while services available to users in other EU countries scored 95 points. Business start-up services scored 98 points, while services for day-to-day business activities scored 96 points.

Digital services for the population scored 86 points, one point higher than the EU average. The highest scores in this group were achieved by study-related services with a score of 91, health services with a score of 89, and family-related services with a score of 87.

Lithuania leads in pre-filled forms

One of the most prominent results of Lithuania is the first place in the EU according to electronic forms filled in with pre-existing data. Lithuania scored 97 points in this category, while the EU average was 76. This means that users are less likely to have to resubmit information already held by public authorities.

A high level of performance was also achieved in the area of interoperability. According to the overall assessment of interoperability solutions, Lithuania ranked 2nd in the EU with a score of 87.9. Options for cross-border electronic payments scored a maximum of 100 points, compared to an EU average of 77 points.

The State Information Resources Interoperability Platform (Electronic Government Gateway), managed by the VSSA, contributes to these results. It provides a one-stop-shop for citizens to access electronic services provided by public authorities, and for authorities to use common solutions for identification, payment, data transmission and others.

The report also highlights areas where Lithuania still has room for growth. Services adapted to the use of mobile devices scored 95 points, but the EU average in this area is 97 points. The delivery rate for service delivery in Lithuania was 65 points, compared to the EU average of 67 points. The cybersecurity assessment also highlights the need to further strengthen the resilience of public services.

VSSA is currently implementing the largest renewal of the eGovernment gateway in 15 years. The VIISP is being modernised, a more convenient epaslaugos.lt portal and mobile solutions are being developed. The aim is to make electronic services easier to find and access and to make it easier for authorities to design and provide secure, interconnected services. These changes will contribute to further progress in Lithuania and bring the country closer to the EU’s Digital Decade target of providing key public services online by 2030.
