Estonia - National Digital Skills and Jobs Coalition

The Estonian Digital Skills and Jobs Coalition is coordinated by the national Association of Information Technology and Telecommunications (ITL – Eesti Infotehnoloogia ja Telekommunikatsiooni Liit). The National Coalition aims to strengthen digital and technology skills across society, education and the labour market, and to support effective cooperation between the private and public sectors.

The Coalition’s priorities are directly aligned with Estonia's key policy frameworks, including the Estonian Digital Agenda 2030, the Education Strategy 2021–2035, and the Research and Development, Innovation and Entrepreneurship Strategy 2021–2035, which collectively aim to modernize education, enhance knowledge transfer, and double the number of ICT professionals to drive economic productivity. Operating under the national overarching vision of "Estonia 2035" and in synergy with the EU’s Digital Decade 2030 objectives, the Coalition ensures that upskilling, reskilling, and advanced training in key fields like AI and cybersecurity effectively bridge the gap between education, innovation, and labour market needs.

To sustain Estonia’s position as a leading digital society, the Coalition actively promotes lifelong learning initiatives across all sectors of the economy. As part of the broader European network, it serves as a central hub connecting national stakeholders with EU-wide opportunities, sharing best practices, and scaling up high-impact digital skills initiatives.
