The Challenge: Addressing the Cybersecurity Skills Gap
The report, a result of dedicated work by CyberHub Estonia, identifies several key challenges:
- Shortage of Professionals: A significant shortage of cybersecurity experts to meet current and future demands.
- Education Gaps: Mismatches between academic offerings and the practical skills required by the industry.
- Evolving Industry Needs: The rapid pace of technological change requires continuous adaptation of skills, with specific gaps identified in roles such as Penetration Testers and AI Security Specialists.
These challenges underscore the urgency of a strategic approach, aligning with broader national and EU initiatives like the NIS2 Directive and the EU Cybersecurity Strategy, which emphasize strengthening cybersecurity capabilities across Member States.

- Aligning Information Gathering with Future Needs: To ensure the strategy relevance, attention is paid to continuous monitoring of skills demands and threat landscapes, allowing for flexible adaptation of education and training initiatives.

About the CyberHubs project
The European Network of Cybersecurity Skills Hubs (CyberHubs) is a 3-year initiative joining forces to enhance the cybersecurity professional skills ecosystem in Europe. CyberHubs will establish a sustainable network of seven Cybersecurity Skills Hubs in Belgium, Estonia, Greece, Hungary, Lithuania, Slovenia, and Spain. These hubs will promote the development of professional skills in cybersecurity and support the development of a skilled cybersecurity workforce in the short, medium and long term. Funded by the European Commission under the Erasmus+ programme, the CyberHubs project involves 21 full partners and 3 associated partners.
