The Champions for the Digital Decade (C4DD) project has opened a new call for proposals within the Financial Support to Third Parties (FSTP) mechanism aimed at National Coalitions for Digital Skills and Jobs.

The funding is designed to strengthen National Coalitions’ roles within the European digital skills ecosystem by enhancing their national websites’ visibility, accessibility, and interoperability with the Digital Skills and Jobs Platform (DSJP). The support will help improve access to high-quality, up-to-date information on digital skills training, events, and funding opportunities for individuals and organisations across Europe.

Both newly established and existing National Coalitions are eligible:

  • New NCs can use the funding to develop and launch their digital platforms.
  • Established NCs can use it to maintain and upgrade existing platforms, enhance content quality, and increase engagement with stakeholders.

Background

Launched in March 2025 under the Digital Europe Programme, the C4DD project builds on previous efforts funded under the Connecting Europe Facility (CEF). It aims to expand national digital skills ecosystems and promote inclusive, accessible digital skills development.

C4DD supports National Coalitions in developing and maintaining websites that are interoperable with the DSJP, helping facilitate seamless content exchange and wider reach. The project also promotes alignment with the Digital Decade targets ensuring 80% of European adults have at least basic digital skills and reaching 20 million ICT specialists by 2030.

Areas

The funding supports a range of activities, including:

  • Launch or upgrade of national digital skills websites
  • Technical maintenance and security updates
  • Content localisation and translation using eTranslation
  • Publishing content such as:
    • Good practices, national strategies, EU programmes
    • Training and funding opportunities
    • Events, news, and stakeholder activities
  • Contribution to and integration with the DSJP, including publishing and translating at least 120 items from the Core Platform and contributing 45 original items

National Coalitions are also expected to organize outreach events and publish regular updates to ensure ongoing stakeholder engagement.

Funding

  • Total available funding: 180,000 EUR
  • Up to €75,000 for new National Coalitions (without an existing website) 
    • Activity 1: Development of a new website – 30,000 EUR
    • Activity 2: Stakeholder engagement and integration with the DSJP – 37,000 EUR
    • Activity 3: Post-editing and localisation – 8,000 EUR
  • Up to €60,000 for existing National Coalitions:
    • Activity 1: Technical upgrade and maintenance of the existing website – 15,000 EUR
    • Activity 2: Services, Content, and Community-Related Activities 37,000 EUR
    • Activity 3: Post-editing and localisation – 8,000 EUR

Eligibility

Applicants must be:

  • National Coalitions for Digital Skills and Jobs (or authorised members)
  • Based in eligible countries, including EU Member States and associated countries under the Digital Europe Programme
  • Able to provide documented support from key national stakeholders. These stakeholders can include government bodies, national level ICT authorities, ICT and ICT-intensive companies, training providers, ministries of education and labour, public and private employment services, and civil society organizations. The supporting evidence must acknowledge the coalition's contribution towards achieving the Digital Decade targets and to confirm their coordinating role and legitimacy.

C4DD consortium members (from 15 countries including Germany, Spain, Portugal, Romania, and others) are not eligible to apply.

  • Evaluation: September 2025
  • Information on evaluation results: End of September 2025
  • Project start: October 2025
  • Project end: February 2027
