Estonia - Estonian Digital Agenda 2030

The Estonian Digital Agenda 2030 was adopted by Ministry of Economic Affairs and Communications of Estonia in 2021. It includes a vision and an action plan concerning the development of the Estonian economy, state and society with the help of digital technology in the next decade.
When implementing the vision, it is important to consistently follow the principles highlighted in the development plan with regard to all of the sub-objectives:
- Digital government
- Connectivity
- Cyber security
- Expectations in connection with other development plans
Based on the vision, the general objective for the next decade in terms of the development of digital society is to increase Estonia’s digital power: digital government guarantees the best experience, high-speed Internet is available to all those who request it in Estonia and cyberspace is safe and reliable.
The Estonian Digital Agenda 2030 has the following priorities concerning digital competence development:
- Provide a sufficient number of ICT professionals at the appropriate level, including cyber specialists. The number of ICT specialists must at least double in the economy by 2030 and the proportion of cyber specialists must increase among them to achieve future targets to the extent necessary. For this purpose, relevant learning opportunities must constantly be expanded and the quality of learning must be improved at all levels.
- Increase reskilling and upskilling initiatives related to digital skills to move towards the next level of digital maturity in the economy and public administration. Specialists in various fields need to acquire specialised digital knowledge in order to initiate and/or support digital changes in their organizations. The development of specialised digital skills must be a natural part of every level of education. It would also enhance the ability of employees to adapt to changes in different situations.
- Ensure that citizens have up-to-date skills to deal with digital solutions in a useful and safe manner. By 2030, all Estonian adults should be regular Internet users. This gives us the opportunity to guarantee their sufficient capabilities, including a basic level of awareness, so that they can make even better use of services following the leap in the development of digital government.
- Invest in research and development activities to increase the capacity digital society. More actively involve specialists to create smart solutions and detect knowledge and solutions that can be promptly tested and implemented in the state and economy.
The implementation of the vision of digital society also depends on a number of other areas and policies covered by other development plans. Therefore, this development plan also separately formulates expectations for other policy areas.
Strategy Details
The National Strategy is financed through funding by the Estonian government, public ministries, bodies and national agencies. The total cost, i.e. the overall funding needs of the development plan make up around 1.2 billion euros over ten years.
The authority generally responsible for the implementation of the programme and therefore also the development plan is the Ministry of Economic Affairs and Communications or in the case of specific activities its subsidiary bodies and/or other state authorities or participants.
