Castenaso is a small town of about 16,000 inhabitants located just outside Bologna, in northeastern Italy. The Comune (Municipality) is the fundamental local government body within the Italian state's administrative structure. It's the closest level of government to its citizens, possessing legal personality and administrative, organizational, and financial autonomy within the limits set by law.
