No one left behind - Lithuania

In Lithuania, one-fifth of the population is over 65, yet only 23% of people aged 55–74 possess basic digital skills. As essential services move online, this exclusion has deepened inequalities and hindered social and economic participation for many. This initiative was created to address this issue by delivering accessible and impactful digital skills training. Initially focused on seniors, the project has expanded to include jobseekers, socially vulnerable groups, youth, teachers, and people with disabilities. It promotes the use of e-services and safe internet practices, while empowering participants to navigate the digital world with confidence. The project is under the auspices of the President of Lithuania. 

Key objectives

  • Reduce the number of 55–74-year-olds without basic digital skills by 30% by 2027.
  • Train 176,000 elderly people using the DigComp framework.
  • Reach at least 150,000 students (ages 7–18) with national digital safety awareness campaigns.

Get to know the initiative

The project team, consisting of RRT lecturers and expert partners, delivers live free seminars and training sessions in towns and rural areas. In collaboration with a national network of public libraries and municipalities, remote and hybrid seminars are also conducted to maximize reach. The project also encompasses one-to-one consultations, "train-the-trainer" sessions and annual events such as the “Digital Wave”. Training topics range from digital banking and healthcare e-services to AI in everyday life, online safety, and data protection. The initiative is designed to promote accessibility, using simple language, adapted materials for people with visual impairments, sign language interpretation, and physically accessible venues.

Why is this a good practice?

To date, the initiative has trained over 13,000 individuals, developed a growing network of over 208 digital ambassadors (including library staff), engaged more than 300 partner organizations and in one year held over 80 training events. On Safer Internet Day, 11 February 2025, the project held its largest event to date - “Digital Wave”, which brought together over 80,000 participants both online and in-person. 

In cooperation with libraries nationwide, the event was streamed across Lithuania. The national broadcaster (LRT) supported the campaign, ensuring widespread public visibility and engagement. By addressing the needs of Lithuania’s aging population and future generations, “No One Left Behind” serves as a model for inclusive, intergenerational digital transformation.
