Catalog of professional competencies in data spaces

The purpose of the Catálogo de competencias profesionales en espacios de datos is to establish a structured and homogeneous framework of the capacities, knowledge and skills necessary to participate, manage and develop initiatives in the context of shared data ecosystems.

Competences are articulated around four key areas —Business, Governance, Legal-Policy and Technology— that reflect the cross-cutting and multidisciplinary nature of data spaces, understood as collaborative, secure and interoperable environments that promote digital trust, data sovereignty and sustainable value creation.

The development of these data spaces requires qualified professionals capable of integrating strategic, legal, organizational and technological perspectives. In this sense, having a common framework of competences allows:

  • Align professional skills with the principles, standards and requirements established by Spanish and European regulations.
  • Facilitate the planning of training and professional development pathways adapted to the different profiles and functions of the ecosystem.
  • To guide the processes of evaluation and certification of competences linked to the participation and management of data spaces.
  • Promote the formation of multidisciplinary teams capable of promoting sustainable, interoperable and coherent projects with the values of sovereignty,
    transparency and digital trust.

The catalog is conceived as a practical reference tool for talent management, training and strategic planning of human resources that contribute to the development and consolidation of the national ecosystem of data spaces, in alignment with public policies of digital transformation and the data economy.
