DigCompEdu: European Digital Competence Framework for Educators in Latvian

The European Digital Competence Framework for Educators (DigCompEdu) in Latvian, prepared by the Latvian Information and Communication Technology Association (LIKTA), is now available. The framework is designed to support national, regional, and local policy-making efforts to promote digital competence among educators, using a cluster reference model with a common language and understanding.

The European Framework for the Digital Competence of Educators (DigCompEdu) is a scientifically sound framework describing what it means for educators to be digitally competent. It provides a general reference frame to support the development of educator-specific digital competences in Europe. DigCompEdu is directed towards educators at all levels of education, from early childhood to higher and adult education, including general and vocational education and training, special needs education, and non-formal learning contexts.
DigCompEdu details 22 competences organized in six areas. The focus is not only on technical skills. Rather, the framework aims to detail how digital technologies can be used to enhance and innovate education and training.
The framework provides a step-by-step model to empower individuals and enhance their digital competences. It is designed to support the gradual development and recognition of digital skills, ensuring that educators (or any relevant group) gain proficiency in digital technologies. The process involves identifying and undertaking specific tasks to enhance competence during each stage of the process, ultimately leading to a comprehensive understanding of digital skills.
The framework is a response to the growing awareness in many European Union member states that educators need a set of digital competencies specific to their profession in order to be able to use the potential of digital technologies for the promotion and innovation of education. At the same time, the framework fosters a platform for debate, centered around a shared language and understanding, which serves as the foundation for developing, comparing, and discussing various tools aimed at enhancing the digital competence of educators at national, regional, or local levels.
The DigCompEdu framework provides:
- A solid foundation to guide policies across all domains.
- A flexible template that allows interested parties to create specific instruments tailored to their needs without needing to develop a conceptual basis from scratch.
- A common language and understanding that facilitates dialogue and the exchange of best practices between countries.
- A set of reference points for Member States and other interested parties to verify the comprehensiveness and alignment of existing and future instruments and systems.
The framework is based on the work carried out by the European Commission’s Joint Research Centre (JRC) on the mission of the Director-General (DG EAC) of the Joint Research Centre (JRC) of the European Commission.
