The national strategic document “Digital Transformation of Bulgaria for the period 2020-2030” was adopted by decision of the Council of Ministers of the Republic of Bulgaria in 2020. It defines the vision and policy objectives for the digital transformation of our country for the next decade as a generalized policy framework, which includes the National Program “Digital Bulgaria 2025”, the priorities of the “National Development Program BULGARIA 2030”, as well as a number of other national strategic documents with a technological component, covering the period up to 2030.

The document describes 6 objectives to be achieved over this 10-year period:

  • deploy a secure digital infrastructure;
  • ensure access to adequate technical knowledge and digital skills;
  • strengthening research and innovation capacity;
  • unlock the potential of data;
  • digitalisation for a circular low carbon economy;
  • improving the public administration efficiency and the quality of public services. 

Enhancing the efficiency of government and the quality of public services a total of 17 impact areas for the period up to 2030 are described in the strategy document: 

  • digital infrastructure;
  • cyber security;
  • research and innovation;
  • education and training;
  • labor market adaptation;
  • digital economy;
  • agriculture;
  • transport; energy;
  • environment and climate;
  • health;
  • finance;
  • culture;
  • disinformation and media literacy;
  • territorial development;
  • digital governance;
  • security and citizen participation in the democratic process.

The accelerated digital transformation is a prerequisite for the anticipated development of industry production, for economic growth, and increasing incomes. The development of this process requires adequate and timely measures to increase the knowledge and skills of citizens, to acquire new skills and qualifications and to create a culture of lifelong learning that corresponds to the increasingly dynamic nature of the labor market.

Providing access to adequate technological knowledge and digital skills

Startegy underlines that the need to improve the technological knowledge and digital skills of the workforce is one of the most important challenges facing education and training systems at all level. The main tasks defined are:

  • Need to help everyone to develop basic digital skills, as well as skills that are complementary by nature and cannot be replaced by any machine - such as critical thinking, creativity, management.
  • Urgent measures and targeted efforts should be made to include technological disciplines and digital skills in curricula at all levels of education and vocational training and retraining systems.
  • Access to social protection should be guaranteed for people whose jobs are likely to undergo the strongest transformation or disappear as a result of the economic consequences of the pandemics, automation, robotics and artificial intelligence.

Every effort should be made to reduce the differences in competencies between the different age groups in terms of information and communication technology skills, as well as the skills of the STEM group (science, technology, engineering and mathematics). It is of a paramount importance to identify the groups of people with the lowest digital and STEM skills and to take into account the need to include them in training in order to compensate for this deficit and improve their employability.

This area of impact corresponds to the priorities "Education and Skills" and "Social Inclusion" in the National Development Program "Bulgaria 2030".

Budget

The Digital Transformation of Bulgaria for the period 2020-2030 is financed from the Bulgaria Government Budget, with contribution through EU funding. 

Stakeholder Involvement

State institutions at all levels of government in close cooperation with key stakeholders, including the business community, trade unions, civil society and the technical Internet community.
