National Strategies

The Digital Education Agenda 2023-2027 was adopted by the French Ministry of National Education, Youth and Sports in March 2022. The aim is to meet the challenges for the benefit of students, their parents, teachers and, more generally, school leaders and policymakers involved in digital education.

Specific objectives of the Digital Education Agenda 2023-2027 are the following:

1. Strengthen national and local cooperation between education stakeholders, around pedagogical projects mobilising digital technology where it is relevant.

2. Develop students' digital skills, i.e., first, teach them digital citizenship, developing critical thinking and strengthening media and information literacy; secondly, to provide them with a foundation of reinforced digital skills; Finally, to promote the attractiveness of specialities and bachelor's degrees leading to digital professions.

3. Provide teachers with a clear offer combining digital tools and resources to put digital technology at the service of student success; encourage their use by offering more training and support, so that teachers can use them easily and in the most relevant way possible.

4. Develop the robustness, security, accessibility, quality and eco-responsibility of the Ministry's IT tools, to simplify the work of agents and thus increase the quality of the service provided. 

The strategic document is based on 4 axes:

An ecosystem committed to a shared public policy 

  • Strengthen digital governance for education at national and local levels. 

  • Share indicators for monitoring and evaluation purposes. 

  • Define a typical individual equipment for the student (middle and high school). 

An educational community supported by a reasoned, sustainable and inclusive digital offer 

  • Supporting the development of the digital commons. 

  • Simplify access to digital services by creating a "resource account".

  • Putting digital technology at the service of inclusive schools. 

  • Better train educational teams in pedagogy with digital technology. 

  • Supporting teachers in digital education. 

  • Organise digital educational services according to an interoperable platform logic. 

  • Mobilizing data for the benefit of the School. 

New rules of the game for a departmental information system at the service of its users 

  • Accelerate digital transformation. 

  • Gain efficiency by amplifying and supporting pooling. 

  • Gain fluidity and quality by integrating the principles of agility and user experience. 

  • Develop eco-responsibility. 

Priority areas of the digital competencies development is digital education that develops digital citizenship and skills:

  • Ensure the acquisition of digital skills throughout the school career. 

  • Empowering students to become informed citizens in the digital age. 

The Digital Education Strategy 2023-2027 is a common strategic vision of digital technology for education. The Ministry is committed to making the most of digital technology to improve education for all students. The strategy is ambitious and will require the collaboration of all stakeholders in the education system to be successful.
