Hungary - Digital Education Strategy

In recent years, education and training have faced increasing demands from the labour market side. Since the emergence and spread of Industry 4.0, it is not only IT companies that can no longer find digital experts: other sectors are also facing a growing shortage of staff with expertise in the management and use of IT tools and systems. Following the outcome of the InternetKon consultation in Hungary, the government has also identified the digitalisation of education and training as a key task ahead of a digital and green future.
DOS - Digital Education Strategy for Hungary
2012/2015 on the Digital Wellbeing Programme (DJP) (XII. Government Decree Paragraph 3(a) of the resolution called on the Prime Minister, in charge of the coordination and implementation of governmental responsibilities related to the DJP, to prepare a Digital Education Strategy (DOS), in addition to the necessary inter-ministerial consultations. The main objective of the strategy formulation was to create opportunities for the effective dissemination of digital literacy at all levels of the education system, in line with sectoral strategies and professional objectives, contributing to Hungary’s competitiveness.
Pillars of intervention
In line with the strategic mandate, the DOS covers the entire Hungarian education and training system. The areas/pillars of intervention include public education (Chapter 3), vocational education (Chapter 4), higher education (Chapter 5), adult learning (Chapter 6). The analysis of each pillar was carried out in a single structure, taking into account the following factors that are the main determinants of the processes:
- physical infrastructure, access, internal networks;
- the equipment of educational establishments;
- digital readiness and attitudes of educators;
- methodology used (teacher training and further training and institutional developments)
- content (NAT and framework curriculum review, digital content development)
- education management (administrative and quality management, master information system, student measurement assessment, management information system)
DOS ensures the acquisition of digital competences for all: No one can leave the education and training system without having the basic digital skills required by the labour market.
The strategy has good directions and much depends on its implementation.

- focus on online learning spaces in higher education
- in adult learning, eLearning is present and widely disseminated.

The strategy is coordinated by the Ministry of Education and Vocational Training in Hungary. The strategic document rests on the involvement of both public and private stakeholders, as well as a range of social partners.
