Hungary - National Digitalisation Strategy 2022-2030

The National Digitalisation Strategy 2022-2030 was adopted by the Government of Hungary to guide the country’s digital transformation over the period from 2022 to 2030. By focusing on infrastructure, competence, the economy, and public services, the strategy aims to create a modern, competitive Hungary where digital solutions are integrated into every aspect of life.
The National Digitalisation Strategy is aligned with the EU’s ‘Digital Decade’ policy program, which outlines goals for the digital transformation of businesses, public services, and digital infrastructure by 2030. The strategy’s structure reflects these EU goals, focusing on digital infrastructure, competence, economy, and public services.
The four main pillars of the strategy National Digitalisation Strategy
- Digital Infrastructure: This pillar emphasises the importance of providing modern, high-capacity broadband networks across Hungary.
- Digital Competence: The strategy focuses on enhancing the digital skills and awareness of the population, increasing the number of digitally proficient workers, and reducing the digital divide.
- Digital Economy: This pillar aims to boost the digital readiness of businesses, foster the integration of digital technologies, and encourage the development of innovative digital solutions across all sectors. It also supports the data economy in line with Hungary’s Artificial Intelligence Strategy.
- Digital State: The strategy seeks to expand the range of user-friendly digital public services and promote their adoption among citizens and businesses.
Developing digital skills and reducing the digital divide is one of the key challenges for the digital ecosystem - whether in terms of competitiveness, employment policy or equal opportunities.
Measures proposed to continuously improve the digital skills and competences:
1. Launch of digital competence development programmes for the public based on DigKomp
Rapid and systematic implementation of the DigKomp system
Strengthening digital inclusion through services, targeted awareness and education programmes
Launching digital literacy programmes for the public
e-Health (access to health care services) competence development in public services, care, population in school and other training systems
Involving senior citizens in the digital society, age management programme
2. Increasing the availability of IT professionals and digitally literate employees
Increase the number of enrolments and graduates in tertiary IT and digitalisation education
Support for IT and digitalisation training in vocational and adult education and training to meet labour market needs
3. Strengthening digital competence development in public education, vocational training and
higher education
Development of digital pedagogical methodologies and training
Digital tools, services, content and competence development for 21st century public education and training
Digital programmes to support labour market, Industry 4.0 and agri-digitalisation adaptation in vocational education and training, higher education and adult education
Digitalisation development supporting sectoral management of higher education
The National Digitalisation Strategy also addresses the social implications of digitalisation, particularly in the context of the labor market. The strategy emphasises the importance of digital skills in securing employment and highlights the risk of social exclusion for those lacking these skills. It also underlines the need for continuous development of digital competencies.
The successful implementation of the strategy will require strong commitment and cooperation across government institutions, as well as alignment with EU policies and objectives.
