The Ministry of Economy and Innovation of the Republic of Lithuania - State Digitisation Development Programme 2021-2030 was approved by the Government of the Republic of Lithuania by Resolution of the Republic of Lithuania of 17 November 2021. The purpose of the programme is to promote the state digitization in order to enhance opportunities for the public sector, businesses and academia to develop and use innovative products and services efficiently and safely. As well as to strengthen the digital competence of the population by creating an understanding of the development and importance of emerging technologies.

 

The main objective for the development of digital skills is to provide support to the vulnerable groups:

 

Lithuania’s DESI score places the country at rank 14, which is an unchanged position compared to 2020. The percentage of citizens with at least basic digital skills is at 56%, with a rank of 17 in Human Capital. The programme’s ambitious KPI aims to elevate Lithuania’s DESI rank to 10th by 2025 and 7th by 2030.

 

The State Digitisation Development Programme 2021-2030 sets the following KPI for Lithuania in digital skills area by 2030:

  • 90% of citizens that use the Internet regularly.
  • 60% of citizens with disabilities use and are satisfied with public services.

 

The programme is linked to the Lithuania’s Progress Strategy “Lithuania 2030”, which is an umbrella document that allows to manage the achievement of strategic goals and optimize the number of other strategic planning documents. The Strategy is aimed at creating an environment that would enable progress-related values. There are three key areas of progress:

  • Smart economy
  • Smart governance
  • Smart society 

Developments in these areas will consolidate progress values and build on the principles of sustainable development. In the Smart society area, one of the key changes needed is the development, application and recognition of individual skills. One of the initiatives for change is to create an effective system of lifelong learning, effectively adapting information communication technologies and ensuring acquisition and development of knowledge and skills required for an active society. 

The common goal of Lithuanian institutions, companies and organizations from the public and private sectors is to combine efforts to achieve more effective use of digital potential and increase employment rates.

Budget

The State Digitisation Development Programme 2021-2030 will be financed from the Lithuania state budget, with contribution through EU funding. The total planned budget is about 449 744 thousand EUR. The exact amount is unknown.

Stakeholder Involvement

The strategy is coordinated by the  Ministry of the Economy and Innovation of the Republic of Lithuania with the active involvement of Ministry of Social Security and LabourMinistry of Education, Science and Sports and other public sector organizations, as well as business, academic sector, scientific community and social partners.
