Luxembourg - Artificial Intelligence Strategy 2030

The Luxembourg's AI Strategy - Accelerating digital sovereignty 2030 was developed by the Government of the Grand Duchy of Luxembourg. The objective is to become a responsible European AI hub, building on a human-centric approach, technological sovereignty, and digital skills at all levels.
The strategy is based on several fundamental principles:
- The fight against bias, disinformation and algorithmic drifts.
- Trustworthy AI, respectful of fundamental rights and privacy.
- Proactive regulation, in line with the European AI Act, including regulatory sandboxes to test sensitive uses.
The development of AI skills is a central focus of the strategy, structured around five target profiles:
- AI Creators (AI Excellence). Technical experts trained in algorithm creation, model optimisation and AI ethics. Luxembourg relies on:
- The MeluXina-AI supercomputer.
- Research and advanced education programmes (Masters, PhDs, MTECH).
- Public-private partnerships for innovation.
- AI Practitioners. Professionals (analysts, lawyers, project managers, etc.) trained to integrate AI into their sectors. Means used:
- AI4ALL programme (MOOCs, hybrid trainings).
- In-company learning through LIST.
- Technical trainings by CNFPC, INAP, Digital Learning Hub.
- AI users. Non-technical professionals using AI tools (chatbots, decision-making tools, etc.). The objective: responsible and informed use.
- Students and teachers. With theinclusion of AI in curricula, the strategy provides for:
- A GDPR-compliant AI educational platform.
- A sovereign chatbot for teachers.
- An intelligent educational database.
- Dedicated training for teachers and school leaders.
- Citizens. The population is invited to increase their skills thanks to:
- The MOOC Elements of AI, adapted to the Luxembourg context.
- Webinars, study groups and local certifications.
- The objective: train 1% of the population in the basics of AI.
The strategy includes flagship projects in the following key areas:
- Education: sovereign chatbot, intelligent educational database.
- Health: AI for personalized medicine.
- Labour market: skills predictive tools.
- Cybersecurity: democratization through AI tools.
- Climate: regional digital twin.
- Finance, energy, mobility, culture, space: sectoral integration of AI.
Luxembourg is setting up a national AI Factory, a real one-stop-shop for:
- Supporting companies in the adoption of AI.
- The development of tailor-made solutions.
- Access to expertise, data, funding and training.
With this strategy, Luxembourg intends not only to strengthen its digital competitiveness, but also to play an active role in building European technological sovereignty, based on the values of trust, transparency and cooperation.
The Luxembourg AI strategy demonstrates a strong desire to combine technological innovation and social responsibility. It lays the foundations for a society in which artificial intelligence is a tool for all, and where digital skills become a strategic common good.
